well first of all is your cat an outside or ever was an outside cat?if there used to going outside they'll look for that same type of ground to go potty on... just be glad hes not going on your favorite curtain or shirt,lol. what i would do is put potting soil in your litter box then slowly put more and more litter in. this way he starts off with the potting soil and graduates.unless he goes in both litter box and potted plant. If your cat has gone to the bathroom in your potted plant remove that plant and replace the dirt so there is no sign of urine. The cat will most likely contiue going to the bathroom where they can still smell it. Also spraying the plant with products like Keep Off or Boundry with keep them away from certain areas. Lastly use Cat Attract Litter in their litter box to help bring them back to where they were suppose to be going in the first place. They also make an attractant you can add to their litter too.
That is a difficult thing to do, to keep cats from urinating or defecating in your plants. There is a repellent available from the larger Pet Stores that you can spray around your plants. You can also order this repellent from Pet catalogs such as Omaha Vaccine catalog. Good luck.

First, if your cat hates water, then pour water in a 1-2 liter bottle and put it around the plants! Than the cat won't do their business on them.
Red pepper should not harm plants in your garden if you sprinkle it around the plants to keep the cats and dogs away. However I would keep it away from the leaves and petals.
Cats will NOT use a dirty litter box, some won't even use one that doesn't smell absolutely fresh.
