Pest proof fences in New Zealand built to keep out pests like the Australian possum are ~2m high and made of mesh small enough to prevent passage, and have outriggers with electricified wires running along the fence so that they cannot jump onto the fence to get over.
There are several possible solutions for the top edge, using either a "hood" of metal with enogh overhang to prevent climboing, or a flexible mesh on fibreglass rods that flops when the weight of the pest comes onto it.
This may be overkill for what you need. How high can a raccoon jump?
If they climb the fence, what distance out would an electrified wire on outrigger need to be to stop them climbing over it?
Will they dig under a fence?

Funny you should ask. I noticed lastnight in my garden that something was uprooting my sweetcorn and carrying into the yard and eating on the ears. Luckily we had .5 of rain the evening before so my garden was still a little muddy. Sure enough all through my sweet corn patch were dog tracks. We live in the country and hear coyotes yipping on a nightly basis. Raccoons will eat your corn but not generally carry the stalks out of the garden. They like to just knock the stalks to the ground and eat on the ears. The fact that the stalks were uprooted from my garden tells me it is something bigger and stronger then a raccoon.
Put up a little fence around it or put up a motion detecter light if your growing them outside your house. If that doesnt work than yeah, shoot it.
Most folks put up an electric fence. Keep it about 8 inches off of the ground and the racoons will stay away.

Yes, raccoons are quite fond of corn, especially in the milk stage when it is tender, sweet and juicy. A group of raccoons can do considerable damage to a field of corn, especially sweet corn.
Placing moth balls around your garden is a good way to keep skunks away. The smell from the moth balls will repel them and keep away from your garden. Make sure if you have children, that you keep them away from the moth balls, as ingesting them can be harmful.

Unless the cobs have juicy kernels of corn on them, they will probably not be interested in corn cobs. If any corm remains they will eat it, however.

There are records of raccoons killing and eating cats but they generally avoid such confrontations. They will take baby kittens, however.
