Take of the variator pulley and there should be a bolt, just take it off
The Yamaha Governor is attached to the top of the fuel pump. Remove the governor retaining screws. The governor will come off.
Take off kick starter, located on the left side rear. Then take all the screws out of the black casing that the kick starter is attached to. SAVE THE NUT FOR LAST, all of the oil comes out. Take off the casing, and then the governor will be on the pully closest to the front of the moped, there will be spring type things around it. Take off the nut in the center of that, and then one of those washers (im not sure which one) is the governor. Take it out, and re assemble everything. Make sure everything is nice and snug, and be sure to put oil back into the white plug located on the rear of that black casing that the kick starter comes out of.

Cut the wire or take it off.
It has no governor. Speed is controlled by the ECU.
