For an arm cast-when you take a cast off your hand is all sweaty with dry skin. You have to put lotion on it when I took my cast off my arm grew and my right hand was bigger than my left.

No, you're arm wont rot off, it will just become very weak. The only way it could rot off is if it was exposed to some sort of contaminated substance in or outside of the cast
get a wiper removal tool and it goes under the arm and you just pry the arm up off the splines to take it off.

You have to take off the wiper arm and then take the nut off of the post that the arm attaches to. On the inside of the van take the trim panel off of the tailgate,then you can get at the bolts that hold the wiper motor onto the tailgate.
The lifters are made into the rocker arm and are not removable.

NO YOU DONT! IT IS HORRIBLE WHEN I BROKE MY ARM I WAS SO EXITED ABOUT GETTING A CAST, and then when i got it... IT WAS TERRIBLE I GOT WATER IN IT ON PURPOSE SO I COULD GET IT OFF EARLY!!
Yes, you can request any cast to be kept once it has been removed.
