You just talk to her as a friend. Don't talk to her with the intention of stealing her away from her boyfriend. Just be friends with her as you would be friends with anyone. You're learning how to have relationships, and how to interact with others who have relationships. Having a boyfriend or girlfriend does not mean that a person has to be shut off from the world of other people.
It's not that you should have a flippant or disrespectful attitude toward one's dating status, but after all dating during the teen years isn't exactly the same as committed long-term or married relationships. It's obvious enough that even those go wrong sometimes. Boyfriends and girlfriends change; that also is part of what you are learning. But if you are aggressive, or out to 'hit on' or steal someone's girlfriend, you will also learn the hard way how aggressive a former boyfriend can be.
So just be friendly and treat people as you would want to be treated.
