Combat pets are only used by Hunters, Warlocks, Death Knights, and to a lesser extent Priests and Mages.
Hunters can tame anything that is tamable their level and below. Starting in Cataclysm, when Hunters tame a pet below their level, it is automatically level to the Hunter's current level, and levels when the Hunter levels.
Warlocks have to learn the spell for a minion, this is taught at the Warlock class trainer once they reach the level appropriate for the demon. All warlocks start out at level one with an imp demon that throws fireballs. All demons are the Warlocks level, and level when the Warlock levels.
Death Knights use a ghoul as a pet. All Death Knights can access the ghoul but only for a limited time every cool-down. Unholy Death Knights have a talent to make the ghoul permanent.
Frost Mages have access to the Water Elemental. The summoning spell is given as part of the abilities of a frost mage.
Priests can access a pet called Shadowfiend. This spell becomes available at level 66, and is accessible by all priests, although being a shadow priest makes the Shadowfiend a little better.
Non-combat pets are either rewards (being online on Nov 23rd 2008: the Blizzard Baby Bear) or purchased like Siamese Kitten sold outside Stormwind. Non-combat pets can also be dropped by certain world mobs, or be given as a reward for certain quests. Some can also be bought at the Blizzard store for real money.
In Mists of Pandaria ( the new Expansion coming September 25, 2012 ) non-combat pets will be able be battled against other players non-combat pets (similar to how Pokemon works). As a part of this, you will be able to tame some critters in the world to use as non-combat pets to fight other player non-combat pets.

You have to be level 10, then you can go to the starting trainer and receive a quest from them to go tame several beasts. Upon completion of the quest line you will receive the ability to tame pets :D
As a Hunter you should have an ability called "Tame Beast" in your spellbook under the "Beast Mastery" tab. When you encounter a beast that you can tame, simply target it and cast Tame Beast.
Your character will begin channeling the spell while the creature attacks you - if you finish the cast the beast is tamed.
Note that no one must be attacking the creature to be tamed, and interference may break the channel. It is wise to use a Freezing Trap to lock the creature in place for taming as well.
Not all creatures can be tamed - for some exotic species you will need the 31st point in the Beast Master talent tree (obtainable at level 69) to get these.
There are two types of pets: combat pets and non-combat pets.

to tame wild beats you have to be a hunter and know Tame Beast which i think you learn at lvl 10. not all beasts are tameable so you should first cast Beast Lore to find out. some beast are exotic and you can only tame them if you have the last ability in the Beast Mastery spec, Beast Mastery. you can also only tame beasts that are either the same lvl or a lower lvl than you are
Only certain classes have regular pets that can attack. Hunters and warlocks have permanent pets that are part of their damage abilities. Mages and death knights can get permanent pets if they are speced and glyphed right. Priests and shaman can both summon very temporary pets that damage mobs and heal the owner (these do no last very long).
You can buy one from a vendor such as the moth lady in Exodar, Owl Lady in Darn, Cat Lady in SW, or you could go in the AH and just buy some. Or some quest reward you with pets.

If you kill stuff that is your pet level, they will get experience points as well.
Pets in World of Warcraft can only level up if they are lower level than their hunter master, and by attacking foes that would give the master experience. For instance, a level 50 pet of a level 50 hunter would not level because then it would be higher level than the master, which does not happen. And if a level 50 pet attacks level 30 creatures, it gets no experience because the mobs are too low level.

You simply re-summon it. If you are talking about a hunter pet that dies in battle, then you have to use the hunter spell "Revivie Pet".
Talk to a stable master, buy one or more slots for your pets, and click the empty slot to put your pet in it.
Revive pet is a skill you get as soon as you learn how to tame pets. The skill will be located in your spell book.
