You cannot. If you were very experienced you could feel the inside of the lips and see if hotter than normal but that is not a good way to tell the accurate temp. You just have to get a thermometer.
Use a thermometer like you would use for a human and place it in the mouth beneath the tongue, just make sure it doesn't bite down onto the thermometer. If you don't think you are able to do this I would recommend heading to your vet and asking them to do it as it's better to be safe than sorry.
The normal temperature of a dog is 101 to 102. You can take their temperature with a regular thermometer. Just put lots of Vaseline on the end and then gently insert it. Leave in for 3 minutes unless you have one that beeps when ready and then read the thermometer.

It is called being in heat or in season, is when the dog can become pregnant. No there should not be any signs of a fever. The normal temperature in a dog is 101 to 102 degrees. If your dog is running a fever while in heat, I would take her in to be checked out by a Veterinarian.
The tip of the digital thermometer is made lead, metal, and more stuff that could harm a dog without you even knowing it. My advice would be to take your dog to your local (or your regular) vet immediately ask him what the harm is, and do we need surgery.
