Neglect is about a child not receiving the basic needs, but it's important to understand the difference between poverty and neglect: poverty is when a family does not have the resources to provide the need; neglect is when the family has the resources but the caregivers choose not to provide them. Therefore, neglect is a choice.

Some examples of things to watch for with neglect (not a comprehensive list):

# Is the child rummaging through garbage for food? Is the child stealing food from others? A clear sign that the child isn't getting enough food at home. # Is the child filthy and has a heavy body odor? Likely not getting bathed, possibly not being permitted to bathe, or doesn't have access to bathing facilities. # Is the child unusually sad, withdrawn, seemingly lonely, possibly afraid? The child could be left alone at home. But it's important to understand there could be other factors involved, including the possibility of other types of abuse. But you probably wouldn't be asking this question if you didn't suspect neglect of some sort. If you do suspect or know of neglect taking place, you have a moral obligation (and possibly legal one as well, depending on where you live) contact your local Child Protective Services in order for an investigation to be launch. Don't assume anything yourself about whether or not the child actually IS being neglected/abused; allow CPS do their job. It could make a difference about whether or not a child is cared for and kept safe.
