You can make the long tie strips out of the curtain fabric or purchase ribbon. Attach a strip to the front and back side of the curtain at the top. It depends on the width of your curtain how far in from the edge to attach the tie. You want to go in several inches, so you get the balloon look. Do this on both ends. Now gather up the fabric and tie a pretty bow at the bottom and your're done.
