trim the tile such that edges are not raised up. remove and loose tile that is not adhered to the floor. Armstrong makes a product called self leveling compound that you can pour on the floor. It fills in indentations and low spots and levels itself due to its thinness. It will dry and you can apply tile over it. This product is made to fill in grout lines that are molded into floor tiles and other rough texture so that when you apply the new tile, the old texture will not show through after traffic walks on the new tile. Using it over a broad area can get expensive because the product is not cheap. If your area is large that is broken, you may want to consider compound that can be mixed. This will have to be trowled.
