You can't. There is no way to move second or first generation Pokemon to the third or fourth generations. This is because the data is stored completely differently, and conflicts among stats. However, do know that EVERY Pokemon can be caught if you have all of the games (RSE,FRLG)

Red, Blue, Yellow, Gold, Silver, and Crystal can trade between themselves. Ruby, Sapphire, Emerald, Firered, and Leafgreen can trade between themselves. Games from list 1 cannot connect with list 2.

THrough the Time Machine in the pokecenter when it is fixed (Crystal). In Gold its just a regular trade. You will need a GBA cable, two gameboys/gameboyclolors, and both gold and crystal version. Dont exspect it to be easy though. YOu can only trade to Gold Pokemon that are on its pokedex (Kanto Pokemon) No trading Johto Pokemon. Witch is surprisingly frustrating at some points.
