A good what to neutralize bleach depending on what you are doing is applying Hydrogen Peroxide to where you need the bleach neutralized. An added plus is no toxic substances result from this mixture.

I've used this with great success in getting the bleach flavor out of water coolers.

NaOCl + H2O2 --> H2O + NaCl + O

For chlorine bleach, a product like Anti-Chlor is designed specifically for neutralizing the effects of the bleach. You can also use a hydrogen peroxide 3% bath to stop the bleach as well.

An alternative, if you are using the bleach to remove the color in a dark fabric specifically, is to use a product like Rit Dye Powder Color Remover. This is less aggressive and shouldn't harm the fabric like bleach does.
