Go to rustboro city and go inside the Devon corporation and head upstairs until you find lots of scientists talk to the ones on the bottom and one will say i will regennerate fossils, allow the scientist to do so leave then come back and you will receive your ancient Pokemon either lileep or anorith.
First you have to find them in the under ground tunnels. Then you have to put them in your bag by selecting the fossil and pressing put in bag. Then you go to Oreborough city. Then go to the mining museum. Talk to the scientist guy and he will ask you for a fossil. Give the fossil to him and go outside. If you do not have room for another Pokemon, simply go to the Pokemon center and put one of your Pokemon in your PC box. Then go back to the scientist guy and talk to him. He will give you your Pokemon. The Pokemon will always be level 20. Here is a list of all the fossils and what Pokemon they give you:

No, not all fossils can be found in Omega Ruby or Alpha Sapphire however the fossils that can be found would include the Dome Fossil also known as the Kabuto fossil, Plume Fossil which is the Archen fossil and Armor Fossil which is also the Shieldon fossil can be found in Omega Ruby, the Skull Fossil also known as the Cranidos fossil and Cover Fossil (also known as the Tirtouga fossil) can be found in Alpha Sapphire while the Old Amber Fossil which is the Aerodactyl fossil can be found in both Omega Ruby and Alpha Sapphire.

You can not catch Lileep in Sapphire or Ruby. You find two fossils in the Desert and one of them is Lileep. To make the fossil Lileep, go to RustBoro city and go the Devon Cooporation. On the second floor, there is a scientist at the bottom who will turn fossils into Pokemon.

Your ruby game may be corrupted somehow or you forgot to beat the game in ruby, try beating the game in ruby and make sure the game is saved in a Pokemon center before you trade with Pokemon xd.

in the claw fossil there is a Pokemon called anorith. at level 41 it evolves into armaldo. it is a water/ground type. i know, it doesn't really make much sense... but it is very powerful..... look it up and you will see a picture of it.
Lilleep comes from it, which evolves into a Cradily. The other fossil has an Anorith, which evolves into an Armaldo. Good luck, Trainer!
