How do you make muffins from a cookie mix?

That's not easy, because in order to change it to cookie dough you need to reduce the water content. This can be done by adding more flour, but doing that will also result in a really hard cookie (since the dough now has a high proportion of flour, relative to everything else in it). This means that more butter also needs to be added (this makes cookies crumbly). But adding more butter throws out the quantities of sugar and other ingredients that are also in the recipe (since all recipes are proportional). This means that you need to add more sugar, eggs, and any other things that were in the recipe. This results in a really huge batch of cookie dough. (You will need quite a large quantity of all the ingredients in order to change the batter from muffin to cookie).

Also, muffins also have too many raising agents in the batter to turn them successfully into cookies. (Since it can't be removed).

It's easier just to make cookies from a cookie recipe. Plus they will work out better.
