You can't without the installation of an on/off switch. And to install one you will need written permission from the NHTSA. You will have to go to their website and submit a request. Unless you have a very good reason for doing this, you will be turned down. Without written permission it is illegal. Do this illegally and anyone gets inured while riding in your vehicle and you open yourself up to a costly lawsuit.
