On the iPod Touch, enter the "Settings" app on your home screen by tapping on it once so Voice Over reads it out, then double-tap it. Tap on "General" so Voice Over reads it, then double-tap it. Use three fingers to scroll down to "Accessibility", and tap on it once so Voice Over reads it, then double-tap it. Tap on the "VoiceOver" so Voice Over reads it, then double-tap it. Tap on the "VoiceOver" Toggle (Should read ON or be green) so Voice Over reads it, then double-tap it, so Voice Over reads: "VoiceOver off"
I had the same issue and called Apple. The internal microphone can't be turned off. How lame is that?

While it is not certain, it is most likely there will be an Ipod touch 5g. Apple may be developing it now, but if they are they have yet to release any details. Considering their product cycle we may see an 5g ipod announcement within a year or two.
