if you need to use it constantly change the regional and language settings in the control panel to reflect your needs. if you just want to use it once or not very often you can use the character mapping tool. to open that goto start, programs, accessories, system tools, character map. find it in that list and hit copy and you can use it that way.
There are also several special characters that have an ALT keystroke shortcut, that is, you hold down the ALT key, and type in a four digit code on the number keypad on the right hand side of your keyboard. If there is an ALT keystroke shortcut for a particular character, it will be noted in the lower right hand corner of the Character Map window. The e with an umlaut (the dots) is ALT+0235.
There is only one or two ways that I know of doing that.
1. Go into any Microsoft program. On the top bar where it says FILE, EDIT, VIEW, INSERT, FORMAT, etc... click on INSERT. A pull down bar should then appear. Next, click symbols and browse through the symbols until you find the one you are looking for. Then, click on this symbol and press the "INSERT" button in the lower right-hand corner. This symbol should then appear in your document, at which time you can copy and paste it where-ever you need it to be.
2. Hold down the ALT key on your keyboard and type in 0235 - Then let go of all keyboard keys and this symbol should appear in your document. Again, your can then copy and paste it (or just type in the alt shortcut above where-ever you need this symbol to be)
Note: If you are trying to get this symbol onto a website, you should know that not all websites accept symbols and sometimes the ALT shortcut gives you different characters on different websites. However, I find this to be very rare.

It is an accent such as FARAAD
