The key allows the lockplate pin to retract, which allows the steering wheel to turn. You need the key.

Most steering columns will unlock once you put the key in and turn the ignition on. If you are having trouble unlocking the steering, you should turn the steering wheel back and forth with the key in.

Steering columns commonly lock when the ignition key is removed. If the key doesn't want to turn and unlock the column, shake the steering wheel side to side to try and release it from the binding lock while turning the key.

Sometimes, the wheel sticks when you shut off the vehicle. When you have this happen, wiggle the steering wheel and the key should unlock. I have had the same problem and it worked for me. If that does not work, try rotating the key and inserting it again.
hopefully your not stealing the vehicle. but you will have to remove the steering wheel and then remove the key switch itself, purchase a new key switch and replace. However if its only to move the vehicle, after you remove the key switch you can take a screw driver and turn the mechanism in the column to unlock.
