There are a number of solutions for upgrading Siemens S5 PLC systems that I can think of. To upgrade S5-115U, PLCs you can:-

1) Purchase new and supported S5 compatible hardware and use the same software. Several vendors offer this.
2) Purchase equivalent Siemens S7 hardware and use the Siemens program conversion tool to convert the PLC software.
3) Purchase suitable hardware and Re-write the software from scratch to suit your chosen hardware. This shold result in more maintainable/supported software.
4) One Hybrid option is to re-use the s5 i/o but install a new S7 CPU rack, then either convert the existing program or re-write.
