You can get a birth certificate if you have enough evidence showing who you are. If you can bring a passport and another form of Identification that has your name and a picture then you should be able to receive your Birth Certificate with out problem
In most cases, you can get it from the state where you were born; city hall often keeps vital records, and if you go there and pay the appropriate fee, you will receive a copy. For example, I was able to obtain a copy of my birth certificate at city hall in Boston. Some cities and states also let you fill out the information online: do a search for the state and the kind of document you want (in this case, a birth certificate) and you will get a link to which agency keeps that information and the procedure for receiving the document.
