codes and description of trouble are as follows:
11- Timing belt skipped 1 tooth or more from initial learned value; Intermittent loss of either camshaft or crankshaft position sensor. No crank reference signal detected during engine cranking
12- Direct battery input to PCM was disconnected within the last 50 key-on cycles
13- No change in manifold absolute pressure (MAP) from start to run
14- Manifold absolute pressure (MAP) sensor voltage out of range
15- No vehicle speed sensor signal
17- Closed loop temp not reached or engine cold too long
21- 02 sensor problem (oxygen sensor), upstream or downstream
22- Engine coolant temp sensor out of range
23- Intake air temp sensor out of range
24- Throttle position sensor (TPS) out of range, or disagrees with MAP
25- Idle air control motor circuits problem, target idle not reached(+/- 200), vacuum leak found
27- Injector control circuit problem
31- Evaporator purge flow monitor failure or evaporator solenoid circuit problem
32- Exhaust gas recirculating (EGR) system failure or solenoid circuit problem
33- A/C clutch relay circuit problem
34- Speed control solenoid circuits problem

With a scan tool.
You need to have a diagnostic meter to read the codes, then book to tell you what they mean.
You use an OBD scan tool.
with a scan tool, 97 neons are OBDII so they will talk directly to the scan tool. try a parts house has most will read codes for free
turn your ignition to the on position then off. do this for a total of three times, on the third time leave ignition in on position and look at your odometer. your computer will show up to tell you why your check engine light is on.... then search and find out what the codes are.
if you have the box with the digital miles try turning to key from off to on 3 times and on the 3rd turn keep it on and it should show. if not, refer to the vehicle manual. it should tell you in there.
Buy the manual in Auto parts store its worth it gives you all the details I think its Haynes or Edmunds, Declan. ----------------------- Or just go to an autoparts store (call first and see if they will do it for free) Here most will scan you car and tell you the codes and their meanings for free.
Either with a scan tool, or by cycling the key on, off, on, off, on and counting the blinks of the check engine light. Two blinks, pause, one blink would be a 21.

There are multiple websites that you may view a list of the ADA procedure codes. Depending on which category of codes you want to view depends on what website you would use.
You either need an OBD II scan tool, or you can read the engine code by turning the key on and off 3 times. On the third time leave the key in the on position. (on-off-on-off-on) WITHOUT STARTING THE VEHICLE! The check engine light will then blink out a code, pausing between numbers. This usually works on all Chrysler vehicles after '96. Or you could always find an Autozone, and they will read the trouble codes for you. (usually for free)
