I would suggest using the concept of "bad guys." You can introduce the idea, talk about it a little, and leave it. Come back to it another time, check what the child remembers, say a little more, and leave it. Don't go too far at once. Be serious but not scary.
Every child knows about bad guys from stories, Cartoons, movies, etc. Ask about someting the child has seen. "Who was the bad guy? How did you know they were the bad guy?"
Work around to the idea of how you know someone is a bad guy. "Do bad guys always wear bad guy costumes and dress in black? Do bad guys have to wear special hats? Can a bad guy be a woman? Can a bad guy be someone you know?"
Where you want to get to is that you know someone is a bad guy by what they do. "Who's a bad guy?" "Someone who does bad-guy stuff is a bad guy."
And what do you do when there's a bad guy? You run like heck. You yell. You get help. You tell someone.
Then you can gradually get to specifics. If someone does something to you or touches you in a way that makes you uncomfortable. If someone you don't know tries to get you to go with them. If someone takes your bike and puts it in their car and says you can't have the bike back unless you get in the car. What do you do? You run like heck. You yell. You get help. You tell someone.
Will Mommy and Daddy be mad at you if a bad guy stole your bike? No. They'll be glad that the bad guy didn't steal you too.

Role-playing and rehearsal are a good way to practice. Role reversal in particular: pretend to be the child, and let the child pretend to be the parent. Have him or her instruct you about how to behave. It's a great way to find out what they understand.
