The correct use would be ON The Horizon,. not in. One is turned off by bad usage by traffic and weather announcers on radio ( 35 mile and hour winds- rather than Miles per Hour which is at least Latin based) and such misguided angles as ( one hour north of the city- at what rate of speed? when traffic is snarled, it is amazing how these blokes deliberately err.
