you can evolve it diamond pearl platinum and later but Pokemon games before Pokemon emerald you can't. but to it evolve get a manimizer and give it to magmar and then trade it.
How to get magmar in Pokemon leaf green is to go outside of mount ember and go to the tall grass and keep running around its rare but not extremly rare like chansey.
