Katniss was watching TV with Prim and her mother when President Snow came on and announced the Quarter Quell. He said that for the 75th Hunger Games, the victors of each district will be reaped again. This meant that she was going back into the arena, since she was the only female victor from district 12. This also meant that she was going in with either Haymitch or Peeta.
