The center of the clutch is attached directly to the engine crankshaft, when the engine rotates faster the centrifical force spins weighted arms that are attached to the center of the clutch to the outside casing of the clutch forcing it to spin when the arms touch it. The outside casing acts as a pulley for a chain or a belt, separated from the center of the clutch by bearings so that it does not spin until the arms touch it.
it would work perfectly well as it did and still does on the Vincent motor cycles of the fotties and fifties their clutch was centrifgal the initail drive being taken up by a single clutch plate as then centrifugal part of the clutch came in as the revs increased

Unless you are using it for something you shouldn't use a centrifugal clutch for, there are no disadvantages. But a clutch of that type can create a lot of waste heat through slipping while it is engaged.

It will have a centrifugal clutch by the engine, you do not need to control it, it engages at a curtain rpm.
It all depends on what kind of dirt bike you have. If the clutch isn't a centrifugal clutch, (which means the clutch engages a certain acceleration speed) then usually the bike will force you to be in neutral, and hold in the clutch when starting it. If it is a centrifugal clutch, then usually you only have to be in neutral, since the driver isn't in control of the clutch. hope this helps.
