Blizzards occur when it snows. They usually happen in the Midwest like Colorado. But if there is a weak El Nino, then it can happen in the Mid Atlantic and East Coast like Philadelphia, New York, And Boston. In the 2009-2010 winter season, we had a weak El Nino so The Mid Atlantic had big blizzards and above-normal snow fall while the Midwest had very little snow and a couple of blizzards.

A blizzard is a severe weather condition characterized by low temperatures and strong winds (greater than 35 mph) bearing a great amount of snow, either falling or blowing.

Blizzards generally occur when cold polar air comes down and mixes with warm and moist air from lower latitudes. It requires a few more complex elements in the atmosphere to get a storm system going, but once it does it can feed on these temperature differences to become stronger. The stronger a storm gets, the "deeper" the low pressure at the center (lower, in other words), which helps to enhance the winds, creating a blizzard.

It is very complex, but they often form on the Polar Front where there is a large temperature gradient to fuel an intense area of low pressure. This also develops a strong wind due to a large pressure gradient between the center of the low and typically a strong high pressure nearby.
A Blizzard in during a low pressure system When the temp. is below 10 degrees Fahrenheit, There is limited visibility up to 500 ft, winds exceeding 51 Km/h. The Conditions must last for at least three hours to be classified as a blizzard.

A blizzard can occur when snowstorms contain winds in excess or 35 mph, almost zero visibility, and normally, temperatures would have to be below 20 degrees Fahrenheit.
