The atmosphere doesn't affect the earth's rotation, however the earth's rotation generates the Coriolis force which deflects wind to the left in the southern hemisphere and right in the northern hemisphere.

Unless you're talking about things like atmospheric angular momentum exchange induced by frictional and mountain torque, but I'm guessing not...
