They're both the same. It's just weaker enemy's employ guerrilla TACTICS because they're not strong enough to fight conventionally. Many different examples have been given in the past, so here's a different example:
WWII Germany deployed submarines to fight the allies during the battle of the Atlantic; they chose "Merchant Raiding" (Commerce Raiding), "Guerre de Course." Because they did not have a battle fleet (like Japan did) to challenge the allies upon the high seas. Those submarines were conducting guerrilla tactics...surprise hit and run.
The opposite of "Guerre de Course" is "Guerre de Escadre" (fleets fighting fleets).
