When a liquid hits it's freezing point (0 Degrees Celsius) the liquid atoms start to crystallize and expand. Thus, creating ice! when the ice melts, the atoms separate again and decrease in size. Thus, liquid! There you go!

Just as liquid cloud droplets form on condensation nuclei, ice crystals may form in subfreezing air on particles called ice-nuclei.

Also, in a cold cloud, there may be several types of ice-forming nuclei present.

For example, certain ice nuclei allow water vapor to deposit as ice directly onto their surfaces in cold, saturated air. These are called deposition nuclei because, in this situation, water vapor changes directly into ice without going through the liquid phase. Ice nuclei that promote the freezing of supercooled liquid droplets are called freezing nuclei.

The last process is called contact freezing, and the particles involved are called contact nuclei. Studies suggest that contact freezing may be the dominant force in the production of ice crystals in some clouds.

Clouy ice is formed when air molecules mixed with water molecules so that some defect is formed in water molecules which lead to color change(or cloudy ice formation.)
