newton's third law is describing how movement occurs. EX. when you pull the water down your side using the breast stroke the water moves down toward your feet while you are propelled forward. action in this case would be you moving your arm in the water and the equal reaction is the water pushing back on you. opposite reaction is the reason that forward movement occurs. Newton's Second Law states that an object will accelerate in the direction of a force. It also includes the formula F=m(a)(Force=mass(acceleration)). In swimming, many swimmers tend to push off the wall of the pool to get a speedy start. The force in this situation is the push from your legs, which causes your body to accelerate in the direction of the push. Another example is simply swimming. Let's say that you're doing the butterfly. When you emerge from the water, you come back down, pushing with your arms to continue swimming, maybe gaining speed. The force is the push from your arms, and your body is accelerating in the direction of the force.

Newton's first law of motion states that an object will either be stationary or continue to move in a straight line unless an unbalanced force is acted on it. In swimming, unless you move your arms and legs to push yourself against the water, you'll remain where you are (setting aside buoyant force, gravity, etc). So the unbalanced force would be the action of your legs and arms.
