There are 3 separate issues in this question: a disability, an outdated resume, and lack of education. The outdated resume can be addressed by going to many good online, free resume services and updating/creating same. This should be done right away. References are also critical and at least 3 people need to be found who will speak well of the candidate. A lack of education can sometimes be addressed through job history, but if there has been no employment or upgrading of skills, this is a problem. Still, it's never too late to begin to improve your education/training, and this should start now. Regarding the disability: depending on its severity and type, OCD may be a disability eligible for different kinds of government employment subsidies and there may be different agencies that can assist in this specialized job search. Contact a support group for OCD to see who can provide assistance in the search for work. This may seem like an uphill battle, but persistence and hard work always pay off. Good luck.
