A number of different ways. Just like the rest of the banking community it can detect patterns to sort out fraudulent groups, stolen financials, and other methods. For merchants they have a sweet deal especially on ebay and in limited places outside of ebay called the "Seller Protection Plan". Basically if you qualify which it isn't hard to do, and are able to provide documentation and tracking to the buyer you are at no risk to lose money on the transaction. Read about it at paypal.com.
