Sleet does not form in clouds - it begins as snow. The snow falls through a layer of air a little above freezing and melts into rain, then falls into a colder layer again and refreezes into ice pellets.

Sleet forms in the cold season (usually winter, but whenever it is cold enough for frozen precipitation to fall to the ground). It occurs when there is a layer of warm air in the lower-mid atmosphere just above another layer where the temperature is below freezing. Snow that forms in the clouds will melt in the warm layer, but it has enough time to refreeze into ice pellets as it falls to the surface. This is what sleet is in the United States - some other places consider sleet to be a mixture of rain and snow. So it will usually form at about 29-30 degrees Fahrenheit.

Its just like the water cycle. The water is condensed into the atmosphere. It then moves as a regular cloud. After it goes into the atmosphere, it starts to freeze and falls because it turns from a gas into a liquid (rain) or solid (snow or hail).

Sleet is formed when rain has passed through a cloud then it will freeze to form ice. The temperature needs to be cold enough in order to freeze the rain in the air before it hits the ground.
