It is a mystery as there about 20 million + active workers and they all have their own version of how it should work. Discipline is personal and not collective which adds to the ills but they are very resilient and innovative.
The government structure is similar to the European Commission for which one could be forgiven that it was influenced by the French. Unelected officials can hold the highest positions in the government and are therefore not reportable.

There is a form of socialism which is sympathetic and efficient, not relying on economic efficiency. Bless them all.
