The liver handles cell wastes in a variety of ways:

The liver WEAKENS certain harmful substances; The substances then become harmless.

The liver CHANGES some harmful substances. These substances then become useful to the body.

The liver also creates bile from harmful substances. Bile is important in fat digestion. After the bile works on fat, it is eliminated in the bowels.

The liver also COMBINES certain harmful substances to further prepare them for excretion.

EX: The liver combines two harmful wastes -- ammonia and some carbon dioxide. Together, these substances form urea. The blood then carries the urea to the kidneys, where it becomes a part of urine. Then the substances are excreted.

It doesn't. "Filtering" is the wrong word for what the liver does; a better term would be "processing" or "treatment". The liver produces many enzymes that transform molecules into other molecules. In many (but not all) cases the new molecules are less toxic; in a few cases they're actually more toxic, but can then be processed further to reduce the toxicity again. A good example of this is the transformation of ethanol (slightly toxic) to acetaldehyde (oh-my-gosh-horrible and probably carcinogenic) and then to acetate (pretty much harmless and in fact necessary).
