Tone can be anything from formal to informal, serious or humorous, sarcastic or cutting. It all depends on the words used.

Mood depends on the words as well, Mood is the emotional part of a story, and you can change the mood by changing the words around. For example, "I stared up at the dark windows of the abandoned house and they looked back at me like the eyeholes of a skull" gives you a much different mood than "The windows of the abandoned house stared hopefully down at me as if begging someone to bring them back to life."
