An engineering drawing is used to explain something in engineering. A diagram of a system. An assembly drawing to show how something goes together. A drawing of a casting or machined part, something like that.

Engineers, draftsmen, machinists, inspectors, and assembly people use these drawings to communicate with one another, so they are the intended audience.

It takes some training and background to be able to interpret these drawings. You have to 'learn the language'. You need to understand the conventions of drafting--hidden lines, 'phantom lines', isometric views, sectional views, stuff like that. There are also references to other documents--procedures, specifications, standards, etc. that are relevant to the drawing at hand--and the audience usually has some familiarity with these, or knows where to look them up.

I worked at a place once that built parts for spacecraft, for satellites. These satellites were joint ventures between the US, UK, France, Germany and Japan. The drawings were made deliberately to use as little language as possible. Most of the specs on the drawing were in the international language of GDT, Geometrical Dimensioning and Tolerancing. I had to learn a lot about GDT, but it was nice to be able to read drawings made in Germany and Japan and not need a glossary to translate!
