There is no single answer to your question. If paternity has been established in court and the father has custody or/and visitation rights, the mother may need his consent and the court's approval depending on the "reasonableness" for the move. The court decides such issues on a case by case basis and according to state laws.

I'm not positive but when my parents were divorced my mom moved across the country and my father couldn't do nothing about so i guess were you want

That's because they don't know what to do. I teach fathers what to do. At the max, 50 miles without a court resolution. Beyond that the father can file an injunction. See links below

Depends on how far he will let you move. He has a right to see his kids and they have a right to spend time with their dad. It isn't fair to them to be denied dad because you want to get as far away from him as possible. If the move is for a good reason, you need to discuss it with him anyway and see if you can figure out a way to keep him in the picture. I'd also find out from an attorney what challenges he could make against you if you were to move without consideration the child custody and visitation order in your divorce. Whatever you do, CYA legally.
