The top speed of both mopeds and scooters really depends on their manufacturer and model. For mopeds, the top speed is generally limited to 30 mph, due to limits to comply with certain laws. But but some mopeds, such as the Yamaha FS1E and do upwards of 55 mph.
As for scooters, the top speed depends on MANY factors. The main factor being displacement. Also the manufacturer and model. Here are average top speeds for scooters based on their displacement:

50 cc: 35-40 mph 80 cc: 45 mph 125 cc: 52-55 mph 150 cc: 60- 65 mph

200 cc: 70 mph 250 cc: 75-80 mph 400 cc: 100- 110 mph 600 cc: 115+ mph

650 cc: 120+ mph
