No, this doesn't because P1V1 is a constant, which I think means it needs to have the same quantity of gas, which blowing a balloon isn't. Boyle's law is only used when a fixed amount of gas is being compressed or uncompressed, changing only its volume and pressure.

Boyle's law states that 'at a constant temperature, pressure will change proportionatly with volume'. Therefore, if you are filling a balloon with gas, you will need to assert the same amount of pressure to create the same volume AS LONG AS you don't change the temp of the room...

During inflating of balloon the gas is expelled out while Boyle's law is for constant mass of a gas in a closed container so it is not the violation of Boyle's law.
