water level should be to the water level indicated on the recovery tank when the engine reaches operating tempature.

Look real close to the side of the reservoir - you'll find very hard-to-see level markings: "Full Cold" and "Full Hot" (or similar terms).

Those are your level targets when topping off the coolant.

There are illustrations and instructions for your specific model year in the Owners Manual - along with anti-freeze specification. (See "Related Questions" below for free online copies of 1996 and new Ford product Owners Manuals!)

This is also a good time to think about how long has it been since the anti-freeze was changed.

If it is brown or otherwise discolored, you should seriously consider having the engine flushed and filled with new coolant.
