You need the silph scope from the celadon city game corner then just go up the tower and beat up the rockets and you will get the poke flute.

Yeah but you can not just get it from the game corner you have to press the button on the wall behind the poster where the rocket grunt stands, you have to talk to him first and then he will pretty much disappear and you have to go close to the poster and press A, then you have to go threw a whole team rocket hq, then after you get through it you have to fight the rocket boss, if you win you get the silph scope, then you have to go back to the tower and, then you can see ghosts and when you get to top you have to battle a few rockets, then you talk to that old gut and you get a poke flute to move Snorlax.
