Level 4 in the USEF jumper levels for show jumping have fences 3'6" to 3'9" in height and 3'9" to 4'3" in spread. Triple bars to 4'9". Water to 8'. Jump height levels are governed nationally until reaching a high enough level (usually 1.50 meters) that will be governed by the international body, (the FEI). In the United States, jumping levels range from 0-9.

Of course it does! If your horse is a Shetland and you ask it to jump over a 1 meter high jump, then you'll kill it!

Almost any horse can jump high if they learn how to and are asked correctly, but when you are showing in the higher level jumps, the larger horses make it look less intimidating for the rider.
they vary. In Grand Prix they can go all the way up to about 5'3". For little shows they can only go up to about 4'3". Depending on which show you go to they vary from what the course designer puts them at.
As far as I know there isn't a "high jump" for horses, if you mean the height a horse can jump, then i can tell you different horses have different hieghts they are able to jump ranging from a few inches above the ground to the highest jump ever recorded; 8ft 3 1/2 in, though its not official because it was in front of about 20 people, not a public crowd. (this height is rare and most horses jump 3-4 or 5 ft)..... Also Chase me Charlie is a game and sometimes a class at horse shows where several horses and riders attempt to jump higher than the other, like limbo for people, but the jumps get higher.

No you have to train a horse how to jump over logs+jumps, Not all horses are made for jumping horses!
You can jump in training, but typically endurance horses are taught to step over obstacles instead of jumping them. Though they may have to jump something that is too high to step over.
