Well, it obviously depends on what type of balloon you have. There are rubber party balloons, mylar party balloons, and hot air balloons. Hot air balloons will not pop since they have holes in them, but I'm going to focus on rubber balloons here. These are very cheap and made with cheap rubber that can only hold about 2.5 liters of gas before popping. Now, let's assume that the man at the party store fills a balloon with 2 liters of helium before giving it to you. A mole of helium gas (22.4 Liters) only weighs four grams, so helium is less dense than the air around us, which explains its ability to float and why it makes your voice high. Anyway, the helium in the balloon will continue rising until the density around it is equal to its density, which will happen about 100 miles up in the exosphere. Anyway, down here at sea level, the pressure is normally 1 atmosphere. I did some math and determined that this helium will reach a volume of 2.5 liters at .8 atmoshperes of pressure. .8 atmospheres of pressure occur at about 8,500 feet up (about 1 and a half miles) in the air.
