How is a limited third-person narrator different from an omniscient narrator?

Omniscient means that you know what a person is thinking and feeling. If you are limited you may not know the reason behind other actions just what you see. Feelings are implied.
In the novel Where The Red Fern Grows the narrator tells you how the mother of the slain boy looks but you have to infer what she is feeling when Billy puts flowers on the boy's grave.
