You need to keep the queens separate from each other, there are many ways to achieve this. One is to use a queen excluder on top of one hive, empty super(s) above that, and another hive on top of that (with or without another queen excluder). Another method is two small nuc sized hives side by side with a queen excluder above both with honey supers on top of that. It is generally accepted that you cannot have the two hives separated by just a queen excluder.
