This system never developed into an alphabet while it was being used to write Sumerian, or most of the other languages that adopted cuneiform writing (e.g., Akkadian and Old Persian). However, a true alphabet of cuneiform symbols was developed by the people of Ugarit to write their language, which was related to Hebrew. (Strictly speaking, Ugaritic cuneiform employed an abjad, which is a term for an alphabetic system that lacks vowels.)

There was really only one form of Sumerian writing, the cuneiform script made out of various combinations of wedge shapes (Latin cuneus, "wedge'). This system developed out a combination of arbitrary shapes impressed in clay, and pictures drawn with a reed stylus. The hieroglyphic writing system was ONLY used for ancient EGYPTIAN. The cuneiform writing system, started by the Sumerians, was then picked up and widely used by the Mesopotamian speakers of a Semitic** language unrelated to Sumerian -- the language of the Babylonians and Assyrians, called "Akkadian" by modern scholars. From there it spread further and was used to write other languages - esp. Elamite and Hittite.
