How is the president of the United States responsible for national defense?

Answer:
The Department of Defense reports to him. He chooses the Secretary of Defense.
As such he is responsible for carrying out any laws pertaining to defense. He also makes recommendations to Congress about defense needs and their cost and what funding is needed to keep an adequate defense. He is also commander-in-chief of all the US military forces if military operations are made.
