This depends entirely on the route you choose and whether you take high-speed trains or not. The quickest way that I have seen is to take the TGV (French High Speed Trains) from Paris to Basel, Switzerland. This takes just over 3 hours. Then you take the local Swiss trains to Bern and that takes just under an hour. (Note that because France and Switzerland are parties to the Schengen Agreement, you will not pass through border control.)
So, without any layover time, it would be around 4 hours. However, as there are inevitably layovers and you may wish to either take a different route for either cost, sights, or speed, this timing can increase.
